大正末期。明夫は遊郭に売り飛ばされて行方不明になった妹の早苗を追って三年間放浪の旅を続け、ふとした噂を頼りに吉原にやって来た。“流し”に扮して廓の中を探り始めた明夫は、東雲楼の前で知り合ったお信の口から痛々しい女郎の苦しみを聞き、胸の奥に激しい怒りが込み上げた。明夫は黒装束に身を包んで“おいらん権パ”と名乗り、何回も“足抜き”を試みて廓を混乱に陥れた。母が危篤という報せに東雲楼を飛び出したお信が、廓を仕切る宮本組に捕えられ、明夫は自分の命と引き換えに三日間のお信の帰郷を宮本に願い出た。早苗を女郎屋に売り飛ばした六造は、ドスの名手の健にお信の帰りを襲えと命じた。明夫は全てが六造の差し金であることを知り、早苗の救出に向かった…。
At the end of the Taisho era, Akio wandered for three years in search of his sister Sanae, who had been sold to a brothel and gone missing. A sudden rumor led him to Yoshiwara. Disguised as a street vendor, Akio began exploring the pleasure quarters. He met Oshin in front of Shinonome-ro and heard the painful story of the prostitutes' suffering. A fierce rage welled up inside him. Dressed in black and calling himself "Oiran Gonpa," Akio repeatedly attempted to "steal" the pleasure quarters, throwing them into chaos. Upon hearing that her mother was critically ill, Oshin fled Shinonome-ro and was captured by the Miyamoto-gumi, the group that controlled the pleasure quarters. Akio offered Miyamoto three days to allow Oshin to return home in exchange for his own life. Rokuzo, who had sold Sanae to the brothel, ordered Ken, a skilled knifesmith, to attack Oshin on her way home. Akio realized that Rokuzo had orchestrated the whole thing and set out to rescue Sanae.
